Chief Executive Officer
Debra Carr is the Chief Executive Officer (CEO) for Job Opportunities Task Force (JOTF). Debra is a consensus-builder, mediator, seasoned manager, and experienced attorney whose passion is creating opportunities for individuals to reach their full human potential by removing systemic and other barriers.
She has a wealth of workers’ rights and civil rights policy experience having served in senior positions in the US Department of Justice, US Department of Labor and the US Commission on Civil Rights. Her accomplishments include developing and implementing federal regulations on equal employment opportunity; writing policy papers and reports and making recommendations for action on voting rights, education reform, immigration, and healthcare during two administrations; and leading a national job training program serving low-income youth and young adults.
Over several decades, Debra has received numerous awards and recognition for her work on behalf of the American people. Now, at JOTF, she and a team of dedicated policy analysts, program managers, researchers and others are working together to provide career opportunities and economic independence to low-wage earners and jobseekers.
